About the role

Orangutech is looking for a senior Product Owner and Business Transformation Lead to support a federal marine safety modernization initiative.

You'll own the product for a new mobile inspection application built on Microsoft Power Platform. It lets marine safety inspectors across Canada capture inspection notes, deficiencies, photos and service requests in the field, and it integrates with existing enterprise case-management systems. You'll work directly with Power Platform developers, inspectors and program leadership, and run the backlog in Azure DevOps. You'll also coach an internal subject matter expert to take on the product management role.

In the second half of the engagement, the focus moves to business transformation. You'll lead a Lean current-state assessment of Vessel Registry operations and produce a practical future-state improvement roadmap.

Key Responsibilities

What you'll do

Product ownership (Oct–Dec 2026, ongoing through March 2027)

  1. Act as Product Owner for a Power Platform mobile inspection app, owning product vision, roadmap and release priorities
  1. Build and manage the backlog in Azure DevOps: epics, features, user stories and acceptance criteria
  1. Lead sprint planning, backlog refinement, sprint reviews, demos and release planning with the development team
  1. Gather, validate and prioritize business, functional and integration requirements with inspectors and operational staff
  1. Assess a legacy inspection platform and define what to migrate, replace, modernize or retire
  1. Make sure the new app integrates with existing enterprise systems and shared components
  1. Support testing, user validation and UAT
  1. Coach and mentor an internal SME in product management, agile practices and Azure DevOps

Business transformation (Jan–Mar 2027)

  1. Run a current-state assessment of Vessel Registry business processes, workflows and service delivery
  1. Lead process mapping and value-stream analysis to find bottlenecks, duplication and waste
  1. Apply Lean and continuous improvement methods to find automation, simplification and standardization opportunities
  1. Develop future-state recommendations, quick wins and an implementation action plan

Throughout

  1. Run interviews, workshops, journey mapping and validation sessions with stakeholders from frontline staff to Directors General
  1. Prepare executive briefings, reports and presentations
  1. Provide monthly progress reporting and knowledge transfer

Key deliverables

  1. Product roadmap and prioritized product backlog
  1. Business requirements package
  1. Legacy system capability assessment and transition strategy
  1. Modernization and implementation recommendations
  1. SME coaching and enablement plan
  1. Vessel Registry current-state assessment, process maps and improvement action plan

What we're looking for

Must have

  1. 10+ years of experience in business architecture, business transformation or product ownership (Level 3)
  1. Proven experience as a Product Owner on agile delivery teams
  1. Hands-on Azure DevOps experience managing backlogs, epics, user stories and acceptance criteria
  1. Experience gathering and prioritizing requirements with operational or field-based users
  1. Experience with current-state process mapping and Lean or continuous improvement methods
  1. Experience assessing legacy systems and planning their transition or modernization
  1. Strong facilitation skills, and comfort presenting to executive stakeholders
  1. Enhanced Reliability Clearance

Nice to have

  1. Experience delivering Microsoft Power Platform solutions (Power Apps, Dataverse)
  1. Mobile or field-inspection application experience
  1. Government of Canada experience, ideally in a regulatory, inspection or compliance program
  1. Experience coaching or mentoring staff in product management or agile practices
  1. Lean certification (e.g., Lean Six Sigma Green/Black Belt) or a product owner certification (CSPO, PSPO)
  1. Experience with marine, transportation or registry operations
