National Highways
Product Manager
About the role
As part of the development of our Digital Services function, we are strengthening our internal digital capability within the Product and Delivery Team. These roles are central to building sustainable in-house expertise that supports the design, delivery, operation and continuous improvement of digital products and services across National Highways.
We are seeking a Product Manager to lead the successful delivery and ongoing evolution of products that provide measurable value to users and the organisation. Working within multidisciplinary teams, you will be responsible for shaping product direction, making informed prioritisation decisions, and ensuring that products continue to meet user and business needs throughout their lifecycle.
This role requires a balance of strategic thinking and practical delivery leadership. You will work closely with business stakeholders, operational teams, technical specialists, suppliers and delivery teams to align competing priorities, manage risks and dependencies, and drive informed decision-making. You will be accountable for ensuring that products deliver meaningful outcomes, remain aligned to organisational objectives, and continually improve based on user feedback, operational insight and performance data.
You will champion user-centred design, accessibility and evidence-based decision making while helping to embed modern product management practices across the organisation.
This is a hybrid role requiring two days per week in the office, based at any National Highways office location. Travel to attend team meetings and stakeholder engagements will be required.
Why you should join us
At National Highways we believe in a connected country. We are passionate about creating a culture where colleagues feel connected, included and enjoy greater wellbeing to achieve this. We’re proud that as an organisation we are continually striving to do better and actively encourage and support our colleagues to do the same with their careers.
So, if you put safety first, take ownership of your work, show passion for what you do, work effectively in a team, and demonstrate integrity in how you do it – then you’ll be a great fit for our organisation.
A connected and sustainable working approach has been adopted across National Highways. For some roles, this means being able to work in a hybrid way spending up to 60% of time working from a remote location such as home.
We offer many different ways to work flexibly and we’re open to discuss part-time working, job shares, and flexible start and finish times.
What you'll be doing

- Use user research, performance data, analytics and operational insight to drive value, continuous improvement and product performance in live operation.
- Prioritise and balance user, business, technical and operational needs, managing risks, dependencies, constraints and available capacity to maximise value delivery.

About You.
To be successful in this role, you will be an experienced Product Manager who is comfortable working in a complex environment, balancing strategic priorities with day-to-day delivery responsibilities.
- Proven experience leading digital products and services across the full lifecycle, from discovery and delivery to live operation and continuous improvement.
- Strong Agile delivery expertise, working with multidisciplinary teams to foster collaboration, adaptability and continuous improvement.
- Excellent stakeholder management and influencing skills, building relationships and aligning priorities across technical and non-technical audiences.
- User-centred and data-driven approach, leveraging user research, service data, KPIs and insights to inform product decisions and prioritisation.
