POSITION DESCRIPTION

Inadev is seeking a highly experienced Senior Testing Lead to establish and lead the quality engineering and testing function for the SEC's EDGAR 2.0 modernization program. This is a strategic leadership role responsible for defining, implementing, and governing the overall testing vision, quality strategy, processes, methodologies, tools, environments, and delivery approach across a large-scale, multi-workstream modernization effort.

The Senior Testing Lead will build and lead the testing organization supporting multiple Agile teams responsible for delivering new EDGAR capabilities, forms modernization, APIs, workflows, data services, integrations, and operational improvements. This individual will define the quality engineering framework, establish test automation and continuous testing practices, govern release readiness, and ensure the platform meets the SEC's expectations for security, performance, scalability, reliability, accessibility, and regulatory compliance.

The successful candidate will be both a strategic quality leader and hands-on quality engineering expert capable of establishing enterprise-level testing practices while collaborating with business stakeholders, product owners, architects, development teams, cybersecurity personnel, DevSecOps engineers, and SEC leadership.

RESPONSIBILITES

Quality Strategy & Leadership

Define and implement the EDGAR 2.0 enterprise quality assurance strategy.

Establish testing policies, standards, governance processes, quality gates, and success metrics.

Develop and manage the Testing Master Plan and Quality Management Plan.

Serve as the senior authority for all testing, quality engineering, and release readiness activities.

Build and lead a high-performing team of test engineers, automation engineers, and quality analysts.

Test Framework & Process Development

Design and institutionalize scalable testing processes supporting Agile and DevSecOps delivery models.

Define testing methodologies for functional, integration, regression, performance, security, API, data, usability, accessibility, and operational testing.

Establish requirements traceability from business requirements through deployment.

Develop test maturity and continuous improvement roadmaps.

Implement risk-based testing approaches across all workstreams.

Test Automation & Continuous Testing

Define enterprise test automation strategy and implementation roadmap.

Lead development of automated functional, regression, API, integration, and end-to-end test suites.

Integrate automated testing into CI/CD pipelines.

Establish automated quality gates and release validation processes.

Drive adoption of continuous testing and shift-left quality practices.

Program-Level Test Coordination

Coordinate testing activities across multiple Scrum teams and vendors.

Manage test schedules, dependencies, environments, resources, and release testing activities.

Lead integrated system testing efforts involving external systems, partner agencies, and SEC stakeholders.

Ensure consistency of testing practices across the program.

Quality Engineering & Release Readiness

Establish release readiness criteria and go/no-go decision support processes.

Monitor quality trends, defect leakage, testing effectiveness, and release performance.

Lead defect triage, root cause analysis, and corrective action planning.

Evaluate overall product quality and deployment readiness.

Data, Interface & Migration Validation

Establish testing strategies for data migration, data integrity validation, interface testing, and API verification.

Validate complex business workflows spanning multiple systems.

Develop reconciliation, validation, and audit testing procedures.

Performance & Security Testing

Lead testing efforts focused on scalability, reliability, resiliency, and operational readiness.

Coordinate security testing activities and remediation validation.

Ensure testing supports compliance with SEC cybersecurity requirements.

Validate platform readiness for peak filing periods and mission-critical operating conditions.

Stakeholder Engagement

Brief SEC leadership and program executives on quality metrics, release readiness, and testing performance.

Collaborate with Product Owners, Business Analysts, Chief Architects, Product Managers, and technical leads.

Support user acceptance testing and stakeholder demonstrations.

Serve as the primary point of contact for all program-level testing activities.

Requirements

Non-Technical Requirements

Must be a U.S. Citizen.

Must be willing to work a HYBRID Schedule (3-4 Days) in Reston, VA & client locations in the Washington D.C. area as required.

Ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance

MANDATORY REQUIREMENTS/SKILLS

Bachelor's degree in Computer Science, Information Systems, Engineering, or related discipline.

Minimum 12 years of experience in software testing and quality engineering.

Minimum 5 years leading large-scale federal testing organizations or enterprise quality programs.

Demonstrated experience establishing test programs for complex modernization efforts.

Experience leading testing across multiple Agile delivery teams.

Strong expertise in automated testing frameworks and enterprise quality engineering practices.

Experience supporting cloud-native and API-driven architectures.

Proven experience developing quality metrics, dashboards, and governance processes.

Strong leadership, communication, and stakeholder management skills.

Ability to obtain and maintain a Public Trust clearance.

Preferred Qualifications

Experience supporting SEC programs, EDGAR, EDGAR Next, or other financial regulatory systems.

Experience leading testing efforts for large-scale digital modernization programs exceeding multiple simultaneous delivery teams.

Experience with AWS cloud environments and cloud-native architectures.

Experience supporting DevSecOps and CI/CD implementations.

Familiarity with Jira, Azure DevOps, GitHub, Selenium, Playwright, Cypress, Postman, JMeter, LoadRunner, SonarQube, and related testing tools.

Knowledge of Section 508 accessibility testing requirements.

Experience supporting FISMA, NIST, and federal security compliance frameworks.
