The Telecommunications Administrator is responsible for all aspects of the organization’s telecommunications systems. Systems include cell phones, video conferencing, voicemail, call accounting, PBX or other phone systems. Will work with the Hardware Administrator concerning equipment compatibility and the Network Administrator on maintaining the voice network.

ESSENTIAL JOB FUNCTIONS

  1. Primary contact for telecommunications outages.
  1. Provides periodic on call support and critical issue responsibility coverage.
  1. Supervise and evaluate the direct report staff. Perform monthly progress reviews.
  1. Assist in problem diagnosis and resolution.
  1. Perform all wiring needs of the organization and associated businesses.
  1. Maintain tracking of telecommunications issues and resolutions.
  1. Maintain distribution and tracking of all telecommunications equipment.
  1. Provide reports to IT Manager and associated department manager concerning telephone, voicemail, cell phone usage, or CPU and trunk utilization.
  1. Utilize CSRs to audit service inventories and to recommend any needed changes.
  1. Documentation and implementation of telecommunications policies and procedures, and of infrastructure diagrams.
  1. Liaison with contractors and vendors concerning telecommunications system.
  1. Review new telecommunications strategies with the IT Manager and Corporate Director of IT.
  1. Work with IT Management during budget development.
  1. Work with Corporate Director of IT on annual strategic report.
  1. Willingness to cross-train and provide support in related areas of operations.
  1. Any other duties as assigned by the IT Manager or Corporate Director of IT.

SUPERVISORY RESPONSIBILITIES

Telecommunications Technician, Interns and other staff as temporarily assigned.

Minimum requirements

  1. Thorough understanding of CSU’s, DSU’s, and multiplexers.
  1. Thorough understanding of Cat-3, Cat-5, Cat-5enhanced, and fiber optic wiring and termination protocols.
  1. Knowledge of DSL, PRI, BRI, T1, and IP technologies.
  1. Knowledge of switches, routers and firewalls.
  1. Knowledge of Microsoft Office products, including Visio and Power Point.

OTHER NECESSARY SKILLS AND ABILITIES

Must possess excellent customer service skills and the ability to communicate both verbally, and in written form. Ability to interact well with the existing management team by being a good listener, a team builder and an articulate advocate of the GTB/GTRC IT visions. Must be a team player with a positive attitude.  Must be highly organized and able to handle multiple tasks at one time.   Must have excellent customer service and communication skills both verbal and written.  Must be able to complete tasks and projects in a timely manner by prioritizing obligations and time.  Must possess the ability to work with various personalities while maintaining impartiality.   Must respond to supervisory guidance and assignments and accept constructive criticisms in order to learn new, updated information.  The needs for quickness and ease of adjustment to the work environment and flexibility to change are essential in this position. Ability to analyze operational requirements and assess telecommunications technology and capacity requirements.  Ability to implement, test, troubleshoot, and maintain telecommunications software.   Ability to develop and write systems and applications documentation and guides for users.  Must possess skill in budget preparation and fiscal management as well as knowledge of current technological developments and trends in area of expertise.  Knowledge of federal, state, and local codes and ordinances pertinent to cable and network planning, design construction, and maintenance.  Ability to perform traffic tests and assess telecommunications requirements.  Ability to plan and develop telecommunication network installations.  Knowledge of planning and scheduling techniques.   Ability to chart the location of underground cabling and conduits.  Ability to identify the nature and cause of cable breaks and to coordinate repairs.   Ability to develop bid specifications and evaluate bids from contractors.  Knowledge of emergency and/or disaster recovery plans.  Ability to provide technical guidance and training to end-users.

EDUCATION / EXPERIENCE

Must be at least 18 years of age with a High School Diploma or a GED.

4year degree in computer science or related study and/or 8 years or more experience with telecommunications, key systems, and PBX systems.

Thorough understanding of and/or certification in Nortel/Avaya systems, specifically CS1000, IP Office and Session Manager.

Thorough understanding of Voice over IP systems.

Thorough understanding and or certification of Call Pilot/Voicemail Pro voicemail systems.

Thorough understanding of PBX or voicemail applications, including call accounting, ACD agents, auto attendants, and music on hold systems.

EQUIPMENT TO BE USED

BCM, PBX, or Key systems. Analogue, Digital, or IP Telephone sets. Copper or fiber optic cable termination equipment. Computer, printer, copier and fax.

TYPICAL PHYSICAL DEMANDS

Must be physically able to operate a variety of job-related machines and/or office equipment. Must be able to move or carry job-related objects or materials exceeding 50 lbs. Accessing ceilings, walls, and crawl spaces.

TYPICAL MENTAL DEMANDS

Must be able to effectively handle stressful and compromising situations while remaining focused and professional.  Must be able to deal with difficult people without losing perspective.  Must be able to work productively under strict time restraints with variable deadlines.

WORKING CONDITIONS

Must be able and willing to work in a crowded, loud smoking environment.  Must be able to handle being under constant surveillance.  May be required to work in small, enclosed spaces.  Must practice all safety policies, procedures and standards as set by OSHA. Some travel may be required for the needs of the business or for further training regarding the department or the business.  Use of personal vehicle will be required for job and employee must be insurable by the company.

COMMENTS

Native American and Tribal Preference will apply.   Must be able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Must be able to work flexible hours and to take on additional responsibilities when asked.  Must adhere to company policies regarding strict confidentiality.
