POSITION SUMMARY

The IT Solutions Lead for Oracle HCM Talent & Employee Experience is a lead solutions analyst and the organization’s functional expert for the Oracle Fusion HCM capabilities that shape the employee experience — from a candidate’s first interaction with the company through every stage of their journey as an employee. The role owns Recruiting, Onboarding and Journeys, Talent Management, Learning, and Employee Engagement modules and[MB1]  tools. Reporting to the Oracle HCM Platform Manager, the role serves as a strategic liaison between Talent Acquisition, HR, Learning and Development, Talent Management, Communications, Operations, and IT teams.

This role is expected to drive the adoption, optimization, and strategic evolution of our talent and employee experience processes and the Oracle HCM platform — identifying opportunities to modernize, personalize, and reimagine how candidates are attracted and hired, how new employees are welcomed, and how employees grow, learn, connect, and stay engaged, including through AI-enabled capabilities.

The successful candidate will combine expert, hands-on knowledge of Oracle Fusion HCM functionality and configuration with business analysis, solution design, configuration, testing, and data skills, and will understand how requisitions and candidate data, onboarding journeys, performance and goals, skills and career development, learning, and engagement tools connect with Core HR, security, integrations, and reporting across U.S. and international business units.

While the position resides within IT, success requires equal fluency in talent and HR operations and technology — the ability to translate business needs into scalable Oracle solutions that work for both office and field-based employees, and to challenge the status quo rather than simply maintain it.

KEY RESPONSIBILITIES

ORACLE HCM FUNCTIONAL OWNERSHIP & BUSINESS PARTNERSHIP

  1. Serve as the lead solutions analyst and functional subject-matter expert for Oracle Recruiting, Onboarding/Journeys, Talent Management, Learning, and Employee Engagement capabilities; maintain deep, current expertise in product functionality, configuration options, and leading practices, leveraging delivered capabilities before custom solutions.
  1. Partner with Talent Acquisition, HR, Learning and Development, Talent Management, Communications, Operations, and technical teams to understand business priorities, processes, challenges, and opportunities.
  1. Advise stakeholders on Oracle capabilities, leading practices, and process design; maintain functional roadmaps and enhancement priorities for assigned modules aligned with business priorities and the HCM roadmap.
  1. Partner closely with the IT Solutions Lead, Oracle HCM Core HR, on the work structures, person and employment records, and HR transactions that underpin hiring, transfers, and talent processes; evaluate the downstream impact of configuration and process changes on Core HR, security, reporting, compliance, and integrations.
  1. Support Oracle HCM processes for U.S. and international business units in Canada, the United Kingdom, Ireland, Germany, and the Netherlands, accounting for country-specific legislative, data privacy, and process requirements.
  1. Provide functional leadership, guidance, and oversight to analysts, consultants, and implementation partners working within assigned modules.

MODULE RESPONSIBILITIES

  1. Recruiting: Requisitions and job templates, career sites, candidate experience and application flows, screening, interview scheduling, hiring workflows, and offer letter configuration and customization; internal mobility and employee referrals; integrations with job boards, assessment, and background screening providers.
  1. Onboarding/Journeys: Preboarding, onboarding, transfer, and offboarding journeys, including tasks, documents, e-signatures, and new-hire compliance activities such as I-9 and E-Verify in the U.S. and right-to-work requirements in international business units.
  1. Talent Management: Performance management, goals, check-ins, and feedback; talent profiles and skills; career development; talent review; and succession planning.
  1. Learning: Learning catalog, courses, learning paths, required and compliance training assignments, self-service and manager-assigned learning, and completion tracking, including safety and certification training for field and office employees; integrations with third-party content and training providers.
  1. Employee Engagement: Oracle ME capabilities such as Journeys beyond onboarding, Touchpoints, Connections, Celebrate, Oracle Grow, and Digital Assistant; pulse surveys and recognition; personalized, mobile-friendly experiences for field and office employees.

INNOVATION & HCM PLATFORM ADVANCEMENT

  1. In partnership with HR, IT leadership, and other key stakeholders, drive adoption, optimization, and strategic evolution of Oracle Fusion HCM talent and employee experience capabilities; develop business cases and lead continuous improvement initiatives from concept through implementation.
  1. Evaluate emerging Oracle AI capabilities across Recruiting, Onboarding, Talent, Learning, and Engagement — such as AI-assisted job descriptions, candidate matching, skills inference, and personalized learning recommendations; recommend high-value use cases and support responsible pilots and implementation of approved AI-enabled functionality, including fairness and transparency considerations in hiring and talent decisions.

BUSINESS ANALYSIS & SOLUTION DELIVERY

  1. Lead requirements gathering, current-state/future-state process analysis, and solution design discussions; translate business needs into scalable Oracle HCM solutions aligned with platform standards.
  1. Develop or oversee functional specifications, process flows, user stories, acceptance criteria, and supporting documentation; perform gap analysis and recommend practical technology and process solutions.
  1. Perform hands-on functional configuration within assigned modules, including journeys, questionnaires, approval rules, eligibility profiles, and fast formulas, following established processes and standards; oversee configuration performed by others.
  1. Partner with the System Administrator on security, environments, releases, technical configuration, and production support.

EMPLOYEE JOURNEY & EXPERIENCE

  1. Own the end-to-end view of the candidate and employee journey — from attraction and application through offer, preboarding, onboarding, performance, development, career growth, and internal mobility; map key moments that matter and the pain points within them.
  1. In partnership with HR and key stakeholders, continuously improve candidate, employee, manager, recruiter, and HR self-service experiences to increase usability, adoption, and efficiency, with particular attention to mobile access for field-based employees.
  1. Use experience data — such as candidate feedback, onboarding completion, learning participation, and engagement and pulse results — to identify and prioritize improvements.
  1. Support communications, training, and adoption activities for new or changed functionality.

EXPERT GUIDANCE & LEVEL-2 SUPPORT

  1. Serve as the go-to Oracle HCM functional expert for Talent Acquisition, HR, IT support teams, and business users seeking guidance on functionality, configuration, and process.
  1. Act as the level-2 escalation point for complex issues; determine root cause, coordinate with IT, HR, business stakeholders, and Oracle Support through resolution, and communicate clearly to technical and non-technical audiences.
  1. Identify recurring issues and process pain points and translate them into sustainable configuration, process, or knowledge improvements; build knowledge resources that strengthen first-line support.

TALENT DATA, INTEGRATIONS & REPORTING

  1. Own functional data definitions, business rules, and data quality standards for candidate, talent, skills, and learning data; help ensure data is accurate, complete, and suitable for reporting and downstream systems, and meets data privacy requirements, including GDPR and candidate data retention and consent for UK and EU business units.
  1. Provide HCM data model and business process expertise for integrations with job boards, assessment and background screening providers, e-signature, learning content providers, engagement tools, and other enterprise and third-party applications; partner on data mapping, data loads, monitoring, and exception handling.
  1. Partner with HR leadership and the Analytics and Reporting Technical Lead to define talent and experience metrics — such as time to fill, offer acceptance, new-hire ramp-up, early attrition, learning completion, internal mobility, and engagement — and their validation rules; partner with and support Data Analytics resources.
  1. Support data reconciliation, audits, mass updates, and data correction initiatives.

FUNCTIONAL TESTING & RELEASE MANAGEMENT

  1. Assess Oracle quarterly releases for business impact and adoption opportunities; lead functional and regression testing for configuration changes, enhancements, and releases, including test plans and acceptance criteria.
  1. Coordinate user acceptance testing and production readiness; support high-impact events such as annual performance and goal-setting cycles, talent reviews, compliance training campaigns, and high-volume hiring.

VENDOR & PARTNER MANAGEMENT

  1. Serve as a functional liaison with Oracle Support and implementation partners for assigned modules; log, manage, and escalate service requests through resolution.
  1. Partner with third-party providers, such as background screening, assessment, job board, learning content, and engagement vendors, on integrations and issue resolution, challenging vendor solutions when appropriate.
